Year One
Before the start of the 2007 Major League Baseball season, prior to the supplemental draft, the inaugural Minor League draft will take place in the Fans Of The ACC league. Draft order will be in inverse order of league standing from 2006. The draft will be three rounds long and will snake.
Subsequent Years
Minor league eligible players can be selected from free agency at any time and traded among franchises. After the initial assignment draft, no further draft shall occur.
Acquisition
Any human being not already on another franchise's roster may be added as a minor league player, as long as their eligibility for Rookie of the Year has not lapsed or lapsed in the current season of play. The player may be in college, overseas, in the minor leagues, or even a major leaguer.
NoNo franchise may have more than three eligible players on their minor league roster at one time. time.

Therefore, the overall keepers could be as high as 10 per team after the supplemental (6 prior to the supplemental; 3 at the supplemental; and 1 after the supplemental). This would only allow owner's to keep an additional player from their own roster, as it is intended to reward an owner who possesses additional depth going into the season. After two days, this additional benefit is forfeited, as this rule is not intended to delay the fixing of keepers going into the regular portion of the draft.

Eligibility for placement

The only exception is for players retained on their owner's minor league roster during the previous off-season; they may remain on the minor league roster throughout the year after their retention.
Once a player has been placed on an owner's active roster, they are no longer eligible for placement on any minor league roster in the current year of play.
Note that having played for another team during any previous season has no effect on whether a player can be placed in the minors. Since the player was not eligible for retention, all owners would must have had a chance to acquire the player via draft or trade.
