Virginia Cavaliers move that http://fans.pbwiki.com/ becomes our new webpage, and that the $10 fee in Franchises should be changed to $6 to cover the cost for a "Standard" wiki.

Rationale

It's already clear that the wiki can provide the same functionality that fansoftheacc.com was providing in at least the year before I became an owner. It's also possible that the wiki can provide quite a bit more functionality than the old site for the non web-techies among us.

I'd like to spend the extra $6 per owner because everyone can have their own login and password. That way everyone can interact via the wiki instead of clogging e-mail boxes.
