Owners submit final list of keepers and minor leaguers 48 hours prior to the beginning of the official draft.
Rolling official draft must complete one week before Opening Day. The commissioner in empowered to exercise all due power fairly to ensure this desirable conclusion for all owners.
References to the schedule on the drafting, keeper system will be replaced with references to this schedule intended to be repeated from season to season.
