Draft order in the regular draft is reverse order
(needs to amended).

Waiver wire is set from the beginning in reverse order
of last years standings. It moves from there. (needs
to be amended).

Rationale

I think these extra few things are subtle changes to
create a bit more parody w/o taking too much from the
top teams. It essentially lets gives teams a better
chance to build from the draft, minors, and wires.
