All owners must have some rooted interest in an ACC institution. There is no requirement to have fans of each institution represented, nor is there one limiting the number of fans representing any one institution.
All owners must exhibit an outstanding sense of baseball knowledge and an ability to survive in an extremely competitive fantasy baseball environment. They must be willing to maintain the intensity needed to manage a franchise all-year-round and to actively participate in the improvement of their franchise daily. Owners who abandon their franchise, or who do not put forth maximum effort, are not tolerated and will be asked to leave.
All owners must make every attempt to adhere to the Communication Requirements listed below.
All returning owners must submit their annual league entry fee prior to the off-season trading period. All new owners must submit their first league entry fee before officially becoming a league owner.
All owners must be daily users of both email and AOL Instant Messenger.
It is expected that any email, IM, or inquiry from another league owner will be responded to within 24 hours. While this is the expectation, it can be understood if the occasional situation arises in which it is not possible to meet the 24-hour expectation. It is, however, a requirement to respond to any communication within 48 hours. The only exception to this requirement is if an owner will not have Internet access for more than 48 hours. In such situations, that owner is required to inform the league via email and/or bulletin board post that they will not have access to the Internet and the length of time that they will not be able to respond.

While these requirements may seem stringent, they are for the benefit of all owners. We do not want owners to constantly speculate about whether or not their inquiry will be answered. Note that all inquiries should be answered. This includes any league administrative emails or evaluations. It also includes trade offers, even if the offer is considered obnoxiously unfair. A response of some sort is still required.
At the close of each season, an evaluation will be distributed to all league owners. The purpose of the evaluation is to collect feedback regarding the competitiveness, availability, responsiveness, and attitude of each owner. Owners that consistently fall short in these key focus areas are not permitted to remain in the league and their franchise licenses are revoked.
Franchise licenses are not revoked due to bad luck, or even for finishing poorly in the standings. It is entirely possible for a very competitive owner to have a poor year, or perhaps to compete in several category championships without performing well in the overall standings. The more important areas of focus are how available an owner is to discuss trading opportunities, how willing they are to work hard on roster improvement, and how closely they follow the league Communication Requirements.
If the league needs to acquire new owners due to franchise vacancies, that process will begin immediately following the end of the MLB regular season. An application will be distributed to all remaining franchise owners for purposes of recruiting suitable owners to join the league.
All applicants must submit a completed application, which will be shared with all league owners. League owners will reach a consensus on admissions decisions and invitations will be extended to the selected applicants.
If there are multiple new owners, each of them will inherit a different franchise. They will choose which franchise to buy based on a randomly determined draft order. This franchise draft will take place immediately upon fulfillment of all new owners. While the goal is to have immediate replacements for the franchises, new owners MUST be in place before the Supplemental Draft process begins.
